I think you need to read the definition of the word "art". What you described is a peaceful demonstration to convey a message to an audience. It was creative but not necessarily art.

Actually the most famous ones take place in NY, where Improv Everywhere is located. I just dont see the use of pulling out a camera for still photos when that's all you get is a freeze frame anyhow.

Wow. You should close your eyes and just listen. You might be surprised with what you can hear - little rustling of papers, a car horn in the distance.

The same idea here - with all those frozen, you were able to really see the unfrozen things. Cars, litter in the gutter, etc.
