The arranger for this track, like many of the others, was Shota Kageyama.

Tracks like New Bark Town, Violet City, National Park, Ecruteak City and Surfing were a cut above the rest if only because their original composer, Go Ichinose, was also the one who arranged them for this release.

I found it weird that in This Game During the Celebi event where Giovanni Was talking to Silver that since It was three years before the game there was no path to Johto and This Route. It also Happened at the Time directly after Red Defeated Giovanni and He disapeared in FR/LG where on the map it didn't show this route so how could Giovanni have accesed something that Didn't exist.

In HG/SS, you don't take the first step into Kanto until you reach Vermilion. When you check the PokeGear map on routes 26 and 27, the map of Johto only extends.
