That's not exactly true. Italian nationality is inherited through blood. So if one is born to an Italian citizen, one is also automatically an Italian citizen regardless of birthplace. And if one is born to Chinese citizens in Italy, the Italian nationality is not granted. Nevertheless, I do agree that there are CULTURAL components (i.e. speaking Italian(!)) that distinguish native Italians from Italian-Americans... but where one's born isn't really the issue.
