This is a horrible description of the functionality of the spectral gate filter. This thing is simply a noise gate with a parametric spectral band manipulation based on DFT analysis. It's like a very-sharp-equalizer, in layman terms, or a vocoder that doesn't use a modulator for the carrier bands, but rather parametric input.
