She is apparently wrong about one thing. I have read that it is believed that there IS oil in Darfur and that is why the rebels (who are also very much at fault) and Sudan are fighting over it. The rebels wanted a deal like the rebels in the south got with a degree of independence and a share of the profits. Sudan won't give them that.
