Actually, in any place, if a bear were found doing THAT, it would be looked at as a threat to human lives, and be destroyed as soon as possible by the authorities. Yeah, it really saddened me that they shot this bear - obviously a very smart creature, and not really acting violently aggressive. But I do understand that once a bear loses its natural fear of humans, it just a matter of time until someone gets hurt. Relocation doesn't work also because the bear is smart - it now has realized human areas a source of easy food, so it will seek them out. Another option is to find a sanctuary/zoo, but space is very limited and it takes a lot of work and money.
