Oh yes, this tech comes from Kodokan Judo. Many Judo techs exist like this one, they are just outlawed in competition. Remember that Judo came from Jujutsu and still retain most of its deadly techniques. The founder Jigoro Kano simply engineered Judo so that Techniques could be practiced full speed in sparring. There's an article called "Judo Dislocation Necklocks" by Mikunosuke Kawaishi where he explains the practice of these techs in Judo.
