The vidseo says O Uchi Gari is used when there is little or no movement.
However, O Uchi Gari is an excellent throw to do when uke is moving in the direction of the leg that is being swept away - either sideways or in a circular movement - you get get a banana-skin effect as their foot is stopped from being placed firmly on the ground.

Great! I have serious problems with the second situation they show, when the other guy grips behind my head.

Good video, but I do have one point:
The vidseo says O Uchi Gari is used when there is little or no movement.
However, O Uchi Gari is an excellent throw to do when uke is moving in the direction of the leg that is being swept away - either sideways or in a circular movement - you get get a banana-skin effect as their foot is stopped from being placed firmly on the ground.

I've been taught this as well. It's excellent when used like this because it can be so unexpected (and if you time it right, effortless).

@makikomi A better translation of what is said would be: "It is often used ...". One missed word can make a big difference.
