In Ukemi, a Uke doesn't lend his/her body to Nage to be trashed or threw away (Nage is the person doing technique). Since Nage is in an advantage position, Uke's best option is to actively follow with Ukemi to avoid injuries. At advanced levels, there are techniques for counter-attack but beginners must learn good Ukemi first. Ukemi is as much important as doing nage techniques, it develops good body sensitivity as uke senses nage's intention and moves a little ahead of nage for a safe escape.

Back then there were no standards in Ukemi, students already knew how to response to minimise their own injuries. For those with doubts: Look at the atemi at 2:06 / 2:07. Uke loses connection and stiffens up. The atemi aims at the temple. All this "following" is more or less self-defense. ;-)
