It's a ring of LED's that's mounted behind the wheels, the ring itself is static(doesn't move) so it can be wired to a 12v source. I looks pretty cool but technically it's not glow in the dark, even though it is glowing in the dark :), because it uses an external electric power source. The legality of these is dependent on the area you live so do your research before you run out and buy these.

Looks like the discs are the ones that are glowing, not the wheels. When the car slows down, you can see the rim spokes.

For the kid who thinks you're going to be consuming more fuel. Wrong. The light comes from a center cap in the rim that is wireless and doesn't need a battery. The LED's inside of the cap are motion, day, and night sensitive. Which means when its day time they're off even when you're moving, but at night and you decide to go on a ride they light up. They're called GloRyiders. Though you're theory would be right, it's isn't in this situation.
