I think you should split up your navy and at Gibraltar and keep half were they are right now and half on their original spot that should block the way
My advice to you: Close the straights of Gibraltar again, that moving of the fleet opened the way for that carthaginian army to come through.
Then concentrate on a great offensive to crush the Galaeci, preferrably from two directions (from Baikor and Sagunton/Emporiae) with two legions from each to split them up and confuse them. If you keep leaving them alone like that you will let them grow too powerful, and then they will eventually overwhelm you in Iberia (i.e. look at that elite infantry)
1. some spearmen in this game actually have double ended spears, thats why you cavalry gets mushed up quicker :)
2. If you fighting on a river-crossing map and not a bridge battle, i think there are actually multiple crossings on that map, so you could have found one with a couple of cohorts, crossed it and attacked their rear :)
Oh that army was in Gallaeci territory. That's why they were so pissed at it
