Nowadays you can buy all the required components to build a decent gaming computer for about USD $800. There a plenty of good tutorials on the Internet on how to do it, and it's simpler than it sounds, the only tool required is Phillip's head screwdriver. It's a lot cheaper to make gameplay videos with a PC as well, all you need is FRAPS which is USD $39 for the full version
