Yap, Dimp has tweening. It's built around tweening. You can even tween different bones independently. There's also a special detail timeline view (press Command+2) where you can accurately see how bones move.
Okay I just fixed the link on dimp-animator. Click 'Download the public preview now' and then the big 'Download Dimp Animator preview' link. Hope that works.
Not possible yet, sorry for that. But if you go to Dimpleton, the Field of Contest, then Play Ball you can download a file where there is a ball in the scene.
That's not enough of course, I'll be adding the ability to add figures, though it's not going to be in the next release yet (two weeks).

Dimp isn't available for Windows and probably won't be, but you can try Stykz, Pivot or any of the other popular animation programs.

There's just one version for Tiger and Leopard; Dimp detects what it's running on and will adjust accordingly.

Can you create new figures? If so, what kind of layout will the creator have?

Not yet in this version, but there'll be a fairly extensive creator. It'll have different bone types and you can also save the figures separately.

(Or segement types.) Right now they are lines but for example Pivot also lets you make a circle.
