Ace's story is Waller's justification for her role in that story. The world needs a Batman, for when Bruce is no longer able to fill that role.

@DustinOffAClassic Basically what DevilTakeMe said. The creators of Batman Beyond realized it was genetically impossible for Terry to have black hair based off of his parents' hair color.

They found it better to claim he was an experiment produced by Bruce Wayne's DNA than to state his ma or pa simply were dying their hair non-black. His brother is also Bruce's "son", and they now say that is why there was a divorce. Their "dad" thought their mom cheated as the kids didn't look like him.
