I personally think that it's about a girl who's spying on an enemy, and ends up sleeping with the enemy to get information. That's why she says "It stinks! It stinks! How disgraceful!", and after that would be when she finds out that the enemy wants to sell everything in the world.

She's disgusted that she is in love, and lies with that she despises.

My dad says that he thinks this song is about the Irish Civil War (1925 was the final peace treaty) and a girl spy falling in love with someone on the other side while she was spying. It makes a lot of sense, considering her military clothes, the lines "I'll show what's underneath it" and "strip me to my intent". :D
