I've struggled with the same issue, except I have wooden booms. I thought it was solely due to the use of wood, but as you have shown here it can happen with other configurations too. How did you solve this problem? In my case I had to trial-and-error position the prop within its slop to negate the offset. It's very sensitive to the prop center offset!

looks like your front booms are not level?
also your props look small and have you balanced them ?
At what throttle setting are you in video looks like you dont have enough power to lift all that weight ?
could be a bad motor or ESC I had one do that surging I see in yours changed motor and was fine. good luck
