Todd Terry was a dj first, and the same dj culture that brought you sampling also promoted the music just by playing it. People confuse sampling with stealing when they take dj culture out of its context. If it remained underground and exclusive to those who "get it", we wouldn't have to hear over and over again how a dj "stole" a sample.
