This girl Snuffy is named Alice, and this man is named Mr. Hooper (played by Leonard Jackson) who was the owner of Hooper's Store after David. Mr. Handford was the owner of Hooper's Store from 1989 to 1998. There were two people who played as Mr. Handford. Leonard Jackson (the one in this skit) was the first Mr. Handford. Then there was another man (played by David Smyrl) who played as the second Mr. Handford after Leonard Jackson left the show and stopped playing as Mr. Handford.
I felt sorry for Mr. Handford that he never got to take a nap with all the distractions from Alice and Barkley. Mr. Handford should've told Gina to watch them take their naps while she was working inside Hooper's Store, and at the same time, he should've told her to keep an eye on the pipe that broke. Then, while she was watching them, Mr. Handford should've gone home to take a nap with no noises. Plus, Mr. Handford can return back to work anytime, since he's the manager at Hooper's Store.

That's Leonard Jackson who is doing Mr. Handford. BTW, At that time, He was also doing Harry on Shining Time Station.
