It can have many different meanings due to the context, but can generally be translated into "(to) be".

So "Tokunaga Chinami desu" means "I'm Tokunaga Chinami". Natsuyaki san sais it in in the beginning of the Video kind of hiding or standing behind Tokunaga san (as if Tokunaga san herself would say it). That's all! .-)

um. it's something added on the end of a sentence to show respect. for some reason in japanese langueage saying watashi wa (I am) after you've already stated I am before is redundant, so when she says "Tokuna Chinami desu" it's literally her stating her name respectfully, had she said "watashi wa Tokunga Chinami desu" it literally would have been I am Chinami Tokuga (if it's english the first name is first) respectfully
