gimp is not giving me permission to copy files in brushes folder,tell me how to do it pls.thanks

To copy the files to directory, you may try to use this command:
sudo cp /home/username/Desktop /home/username/Desktop/GPS
Not sure if this works but there is an another way to do this also:
sudo chmod 777 /home/username/.gimp-2.6
