If they wanted to, they could end the chases much more quickly with their powerful persuit vehicles, but they'd have to be willing to potentially cause vast amounts of damage to do so. They could, for instance, have rushed in at 0:15 and boxed her in, but to do so would run a very high risk of a pile-up, which is why they didn't do it...
