It is not a school. It says on the building "Gyrtojitok" . That is a place where people live in tight quarters; usually small rooms and a common kitchen on each level, as well as a common restroom on each level. This buildings survived from Soviet Union times and sometimes serve as campus for cheap(or free) colleges.
