You have the CIA, FBI, State Department, Homeland Security, Dept. of Defense, Dept. of Justice and then the White House none of whom share their information sufficiently enough. Who knows what goes on in those administration meetings for certain. Powell also was a representative of the Bush administration. His job was to do what the President told him. Whether he chose to do that or not is up to him. However, if he decided he would not do it better believe he would have been fired or forced to resign.

I'm not saying Powell is necessarily innocent, but if you state a false fact unknowingly it's not lying, and you can't always be punished for it. You can't blame him for trusting the leaders of the CIA. Only if he was actually aware that he was lying through his teeth or if it was his responsibility to check the intelligence (which it's not, he's a diplomat) should he be held accountable.
