I left this j-walk charade of 1/2 dozen cops wasting 15 - 20 min "each!" ..to catch up with the other 200 protesters that were heading to the cop shop (that is on a google video)

1/4 of an hour equals 15 minutes..your video is one second shy of 10....and by what you've shown here most of that time was taken up with CONSENSUAL conversations with the police by people who were not detained to begin with. But if it took another five minutes and one second to issue the ticket thank you for leaving it out as Im sure it was just as boring and meaningless as the rest of this crap.
