Let me explain the traffic agent. Traffic agents consist of mostly blacks, hispanics, indians and some jews. From elementary school to high school they were picked on and bullied. They lack education so they can't own their own business. They have no balls, so they're not going to to be a real cop, fireman or paramedic. The car is in the parking lane, they aren't blocking anyone. You can't enter an interesection if you can't go all the way through and get out of it.  The drivers are in the wrong and deserve the ticket.

It is simple, the law states you can not enter and intersection even on a green light, if you can not clear it completely. Also to me it doesn't look like the cop car is in the way, it looks to be in a parking lane.

Doesn't matter if the light was once green. The law reads you cannot enter an intersection until you have the ability to clear that intersection. If the cop was in the way, the driver should have recognized the problem and not entered the intersection. What they did was in fact illegal. Their trick is far from moral, but the cops are correct.
