Who is in the best position to benefit if 30 million more people are forced to buy health insurance? So, yeah, this would be a classic case of rent seeking, wouldn't it.

Exactly the state is a market ontop of a market that subverts the function of the primary market. The State villainizes the rich while the rich engage in bidding contests to control public assets and shield themselves from market competition. The poor, who have no conception of this dynamic, are all to eager to serve teh interest of the rich by aiding the consolidation of primary market channels. History will look back on this as a tremendous cosmic joke.
