This is not a “Weird Al” Yankovic song. It was actually by the Royal Canadian Air Farce, a Canadian radio and television comedy troupe. It’s been a long time since I watched it, but I think it’s from their fifth or sixth television season. It starts out with Don Ferguson doing his impression of then President Clinton. The late Roger Abbott can be clearly heard doing his Saddam Hussein impersonation at 0:46 seconds in, 1:03, and 1:18, and from 1:24 onward it’s the usual Air Farce outro music.
