I don't know if it's a sequence break or not, but it is possible to go underwater before you go to Saturn valley and the mermaid things will be there. In theory, you could make it to tanetane, but I have not tried it yet.

It seems only a few of the "oxygen machines" are out of order. Also, LOL @ the "Fish ROOOE Kick"! And Master Eddy brings back memories of "Ed, Edd and Eddy" in the next video. That whirlpool totally damaged your party and killed Duster before you got a chance to heal him. Boo! Nice cliffhanger when Boney prepares to revive Duster with the Secret Herb, though. Oh, and nice comment on the Fan Translation version adding a Trivia Card #3, too. :)

He does blush, it just isn't the same way as the other characters. If you look closely, you'll notice his face is a bit more red than usual during the time the characters blush. Subtle, but definitely there.
