Actually a tool assist is as stated on the tin, this means that the players knowledge of the game has to be beyond what an normal speed run entails.

Normal speed runs mainly require a good knowledge of the level layout to find the fastest route.

For a tool assist you need to know all that and the engine, so you can abuse, loading time lag, geometry gaps, speed techniques, using tools to record the input.

Cool speed run by the way this was a huge part of my childhood watching my dad play back in 97 when he got this game. They wouldn't let me play I was too young but then when I turned 8 or 9 I started playing and couldn't stop.
