Constitution and all laws legislated in Congress are written in eng. not in filipino (no wonder y many of those in jail cannot read or write english). I don't understand why people laugh when a Filipino tries hard to speak in English. When an Italian, French or Russian speaks English, people listen though they mispronounce most of the words.
