Might be a consequence of the limited space they had to work with. Maybe they weren't able to program a sprite so big without having to take away much of the other parts of the game.

I never use that route.
A hardcore gamer uses one of the two following options to get over the tall frame:
1. Bomb jump from the very bottom to the top (yes, it can be done)
2. Freeze one of the enemies and then bomb jump off the enemy and over the frame
The first option requires a good amount of luck (turbo controller helps). The second isn't as easy as it sounds. You have to freeze the enemy in the right spot.
Well the game is designed for you to go underneath it. However, back when I was 7 or whatever, I didn't know about it, so I froze an enemy and bomb jumped (After much frustration).
Something is up with the maker of these vids. He's never responded to a single question in any of his vids. Either he died or he just doesn't care.
