Acts 25 neglects (few even are aware) the "law of the Jews" is not necessarily Torah, but the oral traditions known later as Talmud etc. For instance, Yeshua NEVER broke HIS law (Torah) but consistently and publically broke the oral law, in order to demonstrate the difference. Paul tried to stay within both most of the time in order to witness from within I Cor 9: 20-21
