I agree that this one case may have been prevented, but I do not assume so simply for the lack of a city's laws. Felons will be felons regardless of the laws surrounding them as has been proven over the course of time. I would venture to suggest that cities with higher crime rates (Detroit, for example) aren't benefiting from having less "liberal" laws. Is it simply being liberal that allows this to happen?
