I'm sure you moved on since a month ago, but if not, make sure you've killed the two thugs. I think that's what triggers the card. Just run them over, which is what I did. Takes some maneuvering of the pickup but you can get it positioned just right at the top of the steps then lure the thugs to the bottom of the steps. Much easier than throwing weapons, running away, getting your weapon back, etc.

@kiru86 yup I am through the city at this point and went back to the beach only to have to rescue people from the hotel. But with the thugs I just throw molotovs at them. Unless I can run them over of course. At early levels it only takes one. At higher levels it takes 2+
