Most cats I have known, including my own, have had very active, lashing tails when coming to play with me or others. It's simply a sign of excitement. This can be bad, but it's all about context.
If this cat, for example was really annoyed it would be way more aggressive, it's body language would be arched and the hackles up.
Kitty here just thinks, 'Ok Dog, you want to play? You asked for it!' ..Pounce!
What, no, cats wag their tails in all sorts of ways! My cat lashes hers with great satisfaction when she is playing. In this video the cat is clearly not stressed and is having fun with the dog, otherwise it would be wandering off, or making it very clear to the dog to get lost!
@MissAlly12 Negative. My German Shepard/Husky mix and my cat play around like this all the time. They're both in the "playful" mood. My cat will even start the "battle" by swatting at her face just like this one does.. That is not an angry cat.

That cat didn't back down at all! In fact, at 1:44, 2:05, and 2:20 the cat gives a death stare that the dog can't stand and the dog gives up at 2:33.

When cats wag their tails it means they're angry, when dogs wag their tails it means they're happy (usually). They're complete opposites!
