According to Gary Powers himself, he was shut down by SAM, near Sverdlovs, when he was almost 2/3 through his flight. Hightening Cold War tentions might lead to General Nuclear War with the enemy that have nuclear weapons and unknow delivery capability(hence the U-2 flights).

Notice that the camera that his particular U2 was carrying when it was shot down was a hunk-of-junk, not the ultra-shithot variant that eventually went up into orbit by rocket. CIA /knew/ that bird was going down.
