Yes, this is answered in Part 2, but I'll write it here anyway. It's because Americans wouldn't understand the joke that the Women's Institute is all "Jam and Jerusalem" - jam being something that the Institute often seems to make at get-togethers, and Jerusalem being the name of a song that is always sung at Women's Institute meetings.

So Clatterford was picked as it's the name of the fictional town that the show takes place in.
