No, you just need full health. Full E-tanks don't effect the Dragon Punch Capsule's appearance; only full health, all the heart tanks, E-tanks, armor upgrades, and Zero's parts do.
I wouldn't really chalk this one up to karma Jordan. I agree that you got what you had coming to you, but it's not exactly "Karmic Retribution".
... I hate to point this out, but when you had 7 lives, you could've ran through the upper area and gotten 2 more lives just before the Shoryuken Capsule's room. So... yeah, dropping down to grab the life from there was pretty pointless.

you have to refill your life with a subtank on the one place with the life then drop down. you need full hp.

I got pissed too when I reached the capsule and it wasn't there. Can't even leave, refill with a sub-tank, and come back.
