few explanations:

the gray police with hats is the common police. (black, red and white vehicles. for the colors of the state of Sao Paulo)

the black police is the special one. with special training for special operations. (black vehicles, written GARRA. = signature for "Armed Group for Reprehension of Robbery and Assaults)

and the helmet and shielded police is the "Choque" (shock) police (with the big black vehicles). they are called in case of riot.

in brazil the police forces are separate , there is civil police ( kind of investigative police) and military police ( patrol , ostensive police ) , but they work together ... in this case civil police on strike for salary raise near the governors office clashes with the military police which is doing their job trying to stop them from advancing further
