About the 'true' way to get them; Couldn't you just have a Pokemon use Thief on them? That way, you would get the item without catching the Pokemon.

But then you don't have the pokémon who evolve in magmortar or electivire.

Unless you already have one and you only need the item then that is also an idea.

When you put fire-red in your DS only then you can encounter elekid in Vally windworks.

But there is a 5% change the elekid has the electirizer as a item.

That is in platinum. In diamond and pearl there is 50% for it have it.

Acually there is a 95% chance if you are playing the version Pearl and its only 5% if you are playing on Diamond. On Diamond u can get Magmorizer 95% and 5% of Electirizer
