In fact, the census was the pride of Mao, who actually did care about the poor in the countryside. The Chinese gov did not dictate a false census, nor did they release false census information.

But you are wrong about ignoring agriculture. Those sent to the countryside, included Maos own children, where thay all worked in agriculture to grow food, and try to transport it to the cities.
