It's a cartwheel kick, and it's actually very effective. I know it's used in tae kwon do and karate but I believe it's also an ancient Muay Thai move. Saenchai Sor Kingstar (Muay Thai fighter) is one of the most notorious for utilizing this move in his fighting.

I can't tell you how many new students thought that you had to do back flips to get a black belt. The acrobatics can scare ignorant people into thinking you are a ninja or something.
