I very much doubt that she was high. That sure doesn't sound like a very authentic laugh to me. This was the point of her campaign where she was still the front runner, but was losing ground. She was perceived as being "robot-like" and lacking "human emotion" and shit like that a lot. Interviews like this one were the end result of reacting to those political waves.
