@TRAT513v2 because Arlong is just a pawn when he was in Sun Pirates, then Arlong left earlier and decided to go to East Blue (the weakest blue) while Jinbei wandering around and becamse stronger and stronger.

@TRAT513v2 The thing is Arlong thinks he more powerful than any human around therefore he never trains because why would you want to get stronger if you're the strongest around. On the other hand, Jinbe knows that he is not as powerful as the most powerful human and acknowledges their power, therefore he makes room to grow
