@mavenous22 Well they do leave it up for interpretation, but knowing what we know about Ralph, it's not a stretch to believe he would have the horse torched into order to collect on the insurance policy to pay for his kid's medical bills. This is suggested this whole time. And he didn't care about the horse even before his kid's accident. When the horse was sick he let Tony handle things with the doctor. All Ralphie cared about was if the horse made him money.
Ralph stops caring for the horse in this scene...he figures if Tony is going to take all the money he would earn from it then what would be the point. As for the insurance, that nice hispanic lady that owns the horse and has the racing license would get the payout. The only reason it was suggested was that Tony brought it up. Tony was looking for any reason to do the guy in. He was also referring to Tracy when he was strangling Ralph...beautiful, elicit creature.
