Sorry but I don't see anything special about it, just your normal MOT. 36kV at 18 Amp would make an arc few meters long.

A VTVM rated it at that voltage with a probe. The amp is figured on the amp draw from the 120 side. Then ratio reduced based on.
Pri-120.1 to Sec-12.3 (v.a) [10.{.3}] *for every 10 volts up or down on seconday you will get a ±.3 amp*

I don't get your calculations, I just estimate the current and voltage by the appearance of the arc, which is the same as from my MOT which outputs 2200V and ~2A short circuit.
hang on im gonna crunch the numbers agian. Then try to re-insert the formula.
Video will be redone, pending new caculations... Dissregard rateings.
