In a sense he is Hitler. Hitler misled the Germans into thinking he was all powerful and if they followed him, they would be led into an age of prosperity. Scar was doing the exact same thing. Of course for Hitler AND Scar's case they both backfired with fatal repercussions.

Take into account he takes over by promising the lower class (hyenas) the same benefits as the upper class. Then when he finally does take over, his total equality ends up making the pridelands a wasteland more than a prosperous utopia.
