Doesn't this mean that FDR was trying to prevent Pearl Harbor? You can't have it both ways. Either FDR lured the Japs into Pearl Harbor or he was trying to prevent it. Indeed, this was just an extension of the same policy as in the North Atlantic with the convoy protection to Britain. Lend Lease was meant to help Nations battling the Axis, hopefully to defeat the Axis, or to buy time till we got ready. This disproves the Pearl Harbor conspiracy theories about FDR.

The Japanese had been building a 'war machine' since the early '20's' which had caused considerable alarm in Washington. From a military and logistic standpoint, Pearl Harbor's destruction was inevitable if Japan wanted to succeed in its Imperialistic ambitions. FDR & his Generals were very well aware of this. The Japanese were becoming an unstoppable military and industrial machine.

USA sends 20-25 battle ships per month at the Philippines 2. Sending Battleships at Pearl 3. they cut the oil trade so Japan will be weaker when WAr started 4.
