The Van Allen Belt are regions of high-energy particles that is 200 miles to 20000 miles from the surface, we frequently go there to put satellites in orbit. If it is impossible to go through... It's much easier to get there now, a sustained lunar effort could be mounted from an Earth orbitting space station (ISS) Have to get the Russians on board, they can launch supplies much cheaper, it doesn't take much energy to get from earth orbit to the moon.
