My bulldog mix, Sole, does the exact same "dance" :)) He's obsessed with having his butt scratched (especially that spot just above the tail) and when no one's willing to do the bum rub, he'll go and scratch himself against the fence :)) Sooo cute!
PS: vet says there's nothing wrong with his health, it's just a weird little habit he's picked up.
